On September 25, 2025, Sun PhuQuoc Airways (SPA) - an airline invested in and developed by Sun Group Corporation - was officially granted an Air Operator Certificate (AOC) number 2025-669/CAAV by the Civil Aviation Administration of Vietnam. This is an important legal basis, recognizing that SPA has met all requirements to officially operate regular commercial flights.

Sun PhuQuoc Airways has fully met the strictest standards for safety and operational capacity

AOC is an air operator certificate issued by the aviation authority, allowing the airline to conduct commercial operations within its approved scope. To achieve this certification, Sun PhuQuoc Airways has completed the development and received approval from the Civil Aviation Administration of Vietnam for its documentation system and operational procedures. Immediately thereafter, the airline implemented practices and successfully completed all 7/7 scenarios during the operational control center drill; effectively executed emergency evacuation procedures on board aircraft; and safely and successfully operated verification flights, including diversion flights and night flights. The completion of this entire rigorous process demonstrates that Sun PhuQuoc Airways has fully met the strictest standards for safety and operational capacity.
On the same day, the Civil Aviation Administration of Vietnam also approved and issued the Approved Training Organization (ATO) Certificate No. 679-ATO/GCN-CHK to Sun PhuQuoc Airways.

Sun PhuQuoc Airways receives ATO on the same day

The ATO, approved by the Civil Aviation Administration of Vietnam, allows Sun PhuQuoc Airways to proactively train and develop high-quality aviation human resources, serving the airline's operational and business plans. Simultaneously possessing both AOC and ATO not only demonstrates operational capabilities but also reflects the airline's sustainable development strategy and human resource self-sufficiency. Previously, at the end of August 2025, Sun Group signed a strategic cooperation agreement with CAE Group (Canada) - a world leader in aviation training - to build Sun Aviation Academy. Being granted ATO along with the establishment of Sun Aviation Academy once again affirms the long-term vision of Sun Group and Sun PhuQuoc Airways in proactively building a high-quality human resource, contributing to the sustainable development of Vietnam's aviation industry.
Mr. Nguyen Manh Quan, General Director of Sun PhuQuoc Airways, affirmed: “Being simultaneously approved for both AOC and ATO by the Civil Aviation Administration of Vietnam is an important milestone, confirming our thorough and comprehensive preparation. This is a strong commitment to a flight journey that is not only safe and high-quality but also guaranteed by an elite team of personnel, trained meticulously from the start.”
